Finding Superseded Administrative Code Chapters Replaced in Register No. 542 (Feb. 28, 2001) to the Present.

Beginning with the April 30, 2001 Administrative Register, No. 542, effective March 1, 2001, each Administrative Code chapter that has been inserted and each chapter that has been replaced has been saved and made available on this Web site.  A user may access either version through links contained in the NXT version of the Register in which the change to the code was published. The links are located in a chart in the Instructions For Inserting New Material in the Wisconsin Administrative Code section of the Register. Click here to access the current and prior editions of the NXT Register. (Note that code changes are not contained in mid-month Registers.)

If the user does not know the Register number or date when a change to a code was made but knows the affected code chapter or section, links to the inserted and removed code may be accessed from the history notes following each Administrative Code section in the NXT version of the code. (See Using Administrative Code History Notes below.) Code chapters and sections may be accessed from the search box at the left. Citations must be typed exactly, including spaces. To access a chapter, always type "ch.", then a space, then the code prefix, then another space, then the chapter number, e.g. ch. NR 10.  To access a specific section, always type the code prefix, then a space, then the section number, e.g. NR 10.70.   


Finding Superseded Administrative Code Chapters Replaced in Register No. 541 (Jan. 31, 2001) and Earlier.

For Administrative Code chapters replaced prior to the April 30, 2001 Administrative Register, No. 542, effective March 1, 2001, an archive of the replaced chapters, or in some cases, part chapters, has been created on this Web site. The archive consists of folders designated by Register number that contain links to the code pages that were removed from the code by that Register.   At this time the archive is incomplete.  The folders for the most recent Registers largely contain all the code removed by that Register. As the Register numbers become lower, the amount of archived code in each  folder generally becomes less complete. Folders for Registers 446 and earlier contain only Building, Electrical, and other Ind (Industrial Commission) and ILHR (Department of Industry, Labor, and Human Relations) codes.

The Superseded Administrative Code Archive can be accessed at http://www.legis.state.wi.us/rsb/code.htm. Each folder in the archive is labeled "Code Removed by Register (no.)." To access code removed by a specific Register, scroll through the numerically arranged folders and click on the link to the desired folder. If the register that removed a code chapter is not known, or the user seeks to find code material for a specific code for more than one register, the user can search by code chapter by typing the chapter number into the empty box at the top of the page and clicking search all.  Do not insert a space between the code prefix and the chapter number and do not type "ch." (e.g. NR10). Searches can only be made by chapter number, and by section number.  The search result will show each folder that contains the searched for code, but the Register number of the folder is not shown.  Clicking on the link marked "Remove" will show the complete folder name including the Register number.  Clicking the link on the code chapter number accesses the removed code pages. As currently configured, the search will return all documents that begin with the same chapter number unless punctuation is used (e.g., a search for NR10 will find all documents title NR100-NR109 in addition to those titled NR10).  To search for one or 2 digit chapter numbers, 2 separate searches must be performed. A search query that ends in a period will return all complete chapters that were replaced (e.g., "NR10."), and a search query that ends in a hyphen will return all partial chapters that were replaced (e.g. "NR10-").


Using Administrative Code History Notes.

Each section in the Administrative Code is followed by a history note indicating the history of rule making that has affected that section.  Below is a hypothetical example of an Administrative Code section history note that demonstrates the type of information shown. A separate entry for each treatment of the code section is included, with each entry separated by semicolons. Underscoring indicates items that are linked from the NXT version of the code, as described below. (Links do not appear in the PDF version.)

(1)(b) to (e) and (2) to be (2) to (6), Register, October, 1988, No. 394, eff. 1-1-89; -- Paragraph (a) of subsection (1) was repealed and recreated and paragraph (b) to (e) of subsection (1) and subsection (2) were renumbered to be subsections (2) to (6) effective January 1, 1989, notice of which was published in Wisconsin Administrative Register, No. 394, October, 1989.
  4. am. (1) (d), cr. (1) (f), Register, August, 1996,  No. 488, eff. 9-1-96; --  Paragraph (d) of subsection (1) was amended and paragraph (f) of subsection (1) was created effective September 1, 1996, notice of which was published in Wisconsin Administrative Register, No. 488, August, 1996. The underscored No. 488  is a link to the Rules Published In This Wisconsin Administrative Register section of Register No. 488, which contains links to the final rule order.
  5. CR 02-017: am. (1) (d) Register September 2002  No. 561, eff. 1-5-03; --  Paragraph (d) of subsection (1) was amended effective January 5, 2003 by Clearinghouse Rule 02-017 as shown by notice published in Wisconsin Administrative Register, No. 561, September 2002. The underscored CR 02-017 is a link to to the text of the final rule.  Note that "CR" in a note is a part of Clearinghouse rule number, while "Cr." and "cr." mean "create." 

History notes for Administrative Code published with Register No. 546, effective July 1, 2001 and after include the Clearinghouse Rule numbers for each final rule order affecting that code section.  The Clearinghouse Rule number is an identifying number assigned to the rule order by the Joint Legislative Council Rules Clearinghouse.  It identifies the year and chronology of the rule's initial submission.  (In the above example, CR 02-017 indicates that it was the 17th rule filed with the Clearinghouse in 2002.)  In the NXT version of the code, each Clearinghouse Rule number in a history note is a link to the text of the final rule in NXT format.  Each NXT format rule contains a link to the same rule in PDF format, which allows the user to see an exact reproduction of the final rule order filed by the promulgating agency, including all tables and graphics, which may not be included in the NXT version.  Final rule orders published in Register No. 482, effective March 1, 1996, or more recently, can be accessed directly from the "Final Rule Orders" link on the Administrative Code and Register web page.

Each history note entry contains the Register number of the Register in which the final rule order making the noted change was published.  In the NXT version of the code, Register numbers 482 and after are links. For Registers after number 541, the links are to the "Instructions For Inserting New Material in the Wisconsin Administrative Code" section of the corresponding Register, which contains a chart showing chapters inserted and deleted from the Administrative Code effective with the publishing of that Register.   A user may access either the version of the code chapter that was inserted or the version that was replaced by that Register through links contained in the chart.  The links for Register No. 482, through No. 541 take the user to the "Rules Published In This Wisconsin Administrative Register" section of the Register, which contains links to the final rule order as described in the paragraph above.
